Two problems, not one
A throat damper that does not seal lets conditioned air leave the house — the same cost as anywhere, landing on cooling rather than heating.
The second problem is particular to Florida. Humid outside air moving down an open flue meets cooler masonry and damp deposits, and that is what produces the musty smell people notice in summer and what keeps the whole flue wet.
Humidity corrodes throat dampers fast
A steel plate in a permanently damp flue seizes quicker here than in a dry climate. Cleaning the seat and pivot restores many of them; a cracked or heavily corroded plate does not.
Top-sealing is the better answer here
A top-mount damper closes at the crown with a silicone gasket. It seals properly, it keeps the entire flue dry rather than just the firebox, and it doubles as a rain cap. In Florida that combination is worth more than it is almost anywhere else.
Gas appliances change the rules
If a vented gas log set is fitted, the damper is generally required to be permanently fixed part-open so combustion products cannot spill into the room, and a top-sealing damper is not an option while that appliance is in place.
Direct-vent units are different again
A sealed direct-vent gas fireplace does not use the chimney at all, so the damper question is unrelated to it.
Check the clamp is still there
On a vented set, a clamp removed by a previous owner leaves the damper able to close, which is dangerous.

How do I know if mine seals?
Look up into the throat with a light. It should sit flat when closed. A draft with it shut means it is not sealing — or it is clamped open deliberately.
Will it help the summer smell?
Considerably, if it is a top-sealing damper. Sealing at the top stops humid air circulating down the flue.
Is a top-mount worth it?
In Florida, more than most places — it keeps the whole flue dry and replaces the cap. Not an option with a vented gas set fitted.
Ours is rusted solid.
Often freeable by cleaning the seat and pivot. Heavy corrosion is the point to replace.
Does an open damper really cost anything here?
Yes — conditioned air leaving through the roof for most of the year, plus the humidity coming the other way.
